Per your own admission, you're evading a block placed on another account. Without saying one way or another whether your initial block was justified, Wikipedia policy mandates that any questions about or objections to your initial block should be handled on your user talk page of the account initially blocked, using the {{unblock}} if you are indeed requesting to be unblocked.
