This is very unfortunate that experienced editors on Wikipedia discourage new users. I still didn't understand what was promotion in Gandhi Mandela Award article. And how can you decide that i am a paid user. Do you think that Government will pay me for creating an incomplete Wiki page? That was my own interest to create an article for my nation. Lastin4, well, your userpage does declare that you work for the Directorate of Information & Publicity, which is a good start. {{UserboxCOI}} or {{Paid}}, along with declarations at the talk page, can make that more clear.
Since the article was deleted, I can't comment on the content. However, G11/A7 suggests that you didn't have enough Reliable Sources, and the tone was probably promotional.   • I've recreated the award article as a redirect to Interactive Forum on Indian Economy. I note from this on their site that the first iteration of this award will happen two weeks from now. Not surprisingly, there are precious few cites to use to support an article on this award. It's just too new to have gained significant notability sufficient for our general notability guideline. I'm not an administrator, so I can't speak to the content of the article and whether it was promotional or not. The administrator who deleted the article (@Athaenara:), has been an administrator here for 12 years. I would imagine with such experience they would have made an appropriate decision. Nevertheless, a deletion decision such as this can be appealed. See Wikipedia:Deletion review. However, I would encourage you to first develop the article in your sandbox, which can be found at User:Lastin4/sandbox. In doing so, you should read through Wikipedia:Your first article.
