We are going to work on developing this case as an article, expanding this page, and revising, as appropriate, with references as part of a class project on Environmental Law with Aaron Frank at the University of San Francisco. If it is possible, it would be great to have the opportunity to work on this without others editing or majorly revising, between March and April, 2011, as part of Wikipedia's Public Policy Initiative.
