Nice, smooth introduction that flows from historical trends to current project sums. In the second paragraph, you mention a first and second goal but it's hard to skip back and forth within the same paragraph. These are more detailed than a generic basis or overview.

Clear Structure

It might be easier to take the entire second paragraph and expand on it as another heading like, "World Bank Goals in Colombia", and that'll allow you to restructure the details of the first and second goals so it's easier to follow.

Balanced Coverage

Under Education, there's a lot of language like "were designed to", "was meant to", "should provide" rather than a simple statement like "a variety of projects to improve". The inclusion of these phrases tips off the reader to a bias. Otherwise, it's really solid and balanced research that does cover a comprehensive list of different strategic partnerships.

Neutral Content

First section, second paragraph: "self-proclaimed mission of the World Bank" seems like maybe it's a more cynical way to describe its mission statement, and possibly reflects some bias.

Reliable Sources

Good sources from research papers and the World Bank itself. Doesn't use biased sources.
