It's too old for a wp:speedy. It's a wp:stub which are allowed on Wikipedia. See wp:deletion process for getting the article deleted. I don't think "incomplete" is a good enough reason however. Cheers Jim1138 (talk) 02:18, 9 November 2017 (UTC)[reply]
