I notice that one of the first articles you created was Jeffrey L. Bowman, which appears to be an article about yourself. This is a common mistake made by new Wikipedians—as this is an encyclopedia, we wouldn't expect to have an article about every contributor. Contested deletion

I am now in the process of finalizing on this page before releasing it under an actual page in the public space.

Can you indicate why the page is being flagged for deletion? Please provide some guidelines. Thank you.

User pages are intended for information about users in relation to their contributions to the encyclopedia. It is not intended to host content which looks like actual articles. That said, since you're apparently using the page as a sandbox (not prohibited, but most folks prefer using subpages of their user page for that purpose), I'll say that if it were moved to main article, I would still flag it for speedy deletion for being excessively promotional. You might very well be notable enough to merit an article here, but we strongly discourage people from writing about themselves, because articles need to maintain a neutral point of view and editors with a conflict of interest generally have trouble maintaining that neutrality.
I will withdraw the tag for now but arrange for this draft to be moved to Draft:Jeffrey L. Bowman, from where it can be submitted for evaluation by experienced editors via the Articles for Creation process. It will also be safer from deletion this way. I see you've made a couple of test edits to the draft page--I've asked for the existing draft page to be deleted so that the user page's edit history can be preserved via the move process as this is considered preferable to copying and pasting.

Thank you. Can you indicate firstly what makes the page "excessively promotional"? Secondly, can you advise on how I can move the page? My draft page is nominated for deletion, could I copy and paste the source to my draft page? Please advise on the process.

I do not recommend simply copying and pasting, because doing so would not preserve the edit history of the page. But it can't simply be moved without the target page being deleted, which requires the intervention of an administrator. (For the record, I'm not an admin, just a regular editor with no more powers or privileges than you, save for experience and whatever reputation (good or ill) I may have gained from my track record of contributions.)
Some specific examples: "As a pioneer and chief architect of the emerging Total Market business vertical and cross-cultural marketing discipline; Jeffrey is credited with being the foremost global thought leader and practitioner..." sounds like, well, marketing-speak. The line "Jeffrey’s Leadership, Practice and Association Has Been Celebrated In:" in the References section is blatantly promotional, and References sections should have just the references without introductory text. And there's a number of other peacock terms which should be avoided generally. To be fair, this isn't nearly as blatant as a lot of attempted autobiographies that I've seen.

Thank you. I will edit accordingly to make it sound less promotional and reduce marketing-speak. When I finish making the changes, I will wipe it out from User: Jeff.L.Bowman. To request publish, can I just create the page Jeffrey L. Bowman which has not been created and paste the content into there? I do not mind for the history of the post, I am just concerned about the final version. If not, can you have an admin delete the Draft: Jeff.L.Bowman in order for me to paste the content into there and place the submit tag to have the page submitted for approval? Also, if I am submitting using the submit tag at the beginning of the Draft Page, how will I get the page to be named Jeffrey L. Bowman when the Draft Page is Jeff.L.Bowman? Thanks.
