There has been no significant change in this article since its last submission was declined. Perhaps a fuller explanation of the problem is required: as a politician, Thorve does not meet the standards for inclusion spelled out at WP:POLITICIAN. Local politicians, who have received only local coverage, do not generally merit inclusion at Wikipedia. In order to have presumed notability, one would need to have served at the state level at least. Failing that, one would need to demonstrate notability by a preponderance of significant coverage beyond the local interest variety, and there is no evidence that Thorve meets this criterion.
