Continued block evasion will make it more difficult to get unblocked, as I said before. I believe you were informed to request an unblock via email once access to your user talk page was revoked. In my estimation, if you had requested an unblock instead of registering this new account in August, the unblock would have been granted. Instead, you chose to ignore community norms again.
I have now restored access to your original talk page again, in case you want to formulate a new unblock request. Make certain to read WP:Guide to appealing blocks first and address all issues that lead to the blocking of your accounts.
