Water management encompasses water resources and the administration/policy/management/buracracy of water resources (government/department of water) whereas water supply (water corporation) is around delivery of water to consumers through developed water infrastructure. Managing water as a resource is a whole different speciality than the delivery of the utility.

It's probably better to post the above in only one place (Wikipedia:Categories_for_discussion/Log/2022_January_4#Category:Water_supply_in_Western_Australia. Putting it in multiple other places, as you have done [1][2][3] increases the likelihood of fragmented discussions, if other editors respond in those multiple places.
