In fact, this attack occurred during the riots related to the 2019 Hong Kong extradition bill. The Hong Kong SAR Government only classified the incidents from 2019 to 2020 as riots rather than acts of terrorism. Therefore, this attack should not be included in the list, as it does not qualify as a terrorist act, particularly since it does not fit the definition of terrorism. Thank you for understanding.
