Did you not read the message above, or the one at WP:REFUND which said:

" Userfied - the page has been restored to the userspace at User:Harshdeo4/Ram Rudra Prasad Deo. You may work on improving the article's assertion of notability at its new location, but please contact Bbb23 (talk · contribs), the administrator who deleted the page, before moving it back to the article space. There is no point writing about him at WP:REFUND, or on my talk page. You should improve the draft article at User:Harshdeo4/Ram Rudra Prasad Deo, and add references that are about Ram Rudra Prasad Deo, not just about Deoghar. References are needed because of the Wikipedia:Verifiability policy which says that: "any material challenged or likely to be challenged must be attributed to a reliable, published source."
