Idea

Hi @HJ Mitchell, I was reading your musings and am interested by your point:

Wikipedia's dispute resolution mechanisms, ANI in particular, are completely dysfunctional. Some issues are dealt with quickly before the thread goes off the rails but many threads spiral out of control quickly.

I had this issue on my mind for a while (after also thinking about similar situations in the politics of real life), and thought of a potential solution.
