We are not here to support or even report on online petitions except in extremely narrow circumstances (like if the petition itself was discussed in independent, reliable sources). After the block expires, if you continue to attempt to add that link, you will be reblocked. Once the block has expired, you are welcome to make useful contributions. I have added three more days to your block because, instead of acknowledging that what you did violates our rules, you simply created a new account to continue to try add that unacceptable paragraph and link. You are blocked--this means you cannot edit. It does not mean "Edit with a different account" or "Edit as an IP address". Once the block expires, you could conceivably engage in a discussion about those edits to see if there is consensus for them, but I can tell you that our prohibition on linking to online petitions is very long and stable.
