[edit]It seems that your purpose here is to publicise some called "Dickens Otieno Ochieng", perhaps yourself. However, you need to be aware of the following points.
- Using Wikipedia to promote or publicise anything or anyone is not permitted.
- Wikipedia is not a social media site or a free webhost for personal web pages.
- Writing about oneself in an article is strongly discouraged, as you will see if you read Wikipedia:Autobiography
- Wikipedia user pages are for editors who are active in working for the project to give a little information about themselves in connection with their work for the encyclopaedia; they are not places to post any other kind of material.
- A Wikipedia talk page is for messages and discussions about work for the encyclopaedia: it is not a place to post material unrelated to work for Wikipedia. For example, this talk page is for messages to you (such as the one I am writing), responses from you to those messages, and similar material relating to you as a Wikipedia editor. A talk page such as Talk:Dickens Otieno Ochieng would be for messages and discussions relating to editing the article Talk:Dickens Otieno Ochieng if there were one, but there isn't. Nor is there likely to be one, because searches for information about him (you?) make it clear that the subject does not satisfy Wikipedia's notability guidelines.
You are, of course, very welcome to start making contributions to the encyclopaedia, in line with Wikipedia policies and guidelines, if you are interested in doing so, but if you wish to have a personal web page, then there are many web sites which provide that sort of service, but Wikipedia is not one of them.
