You might be right that this user's edits harmed that page although I strongly don't believe they did so on purpose. Now you should start a discussion about this at Talk:Mexico City, where you use that {{WP:PING|ping}} to alert them that you'd like their input.

Blocked as a sockpuppet

Wikipedia's technical logs indicate that this user account has been or may be used abusively as a sockpuppet of User:BrugesFR per the evidence presented at Wikipedia:Sockpuppet investigations/BrugesFR. It has been blocked indefinitely from editing to prevent abuse.
