You need to prove to us that you understand the proper way to write Wikipedia articles. In the below conversation, you had trouble at first when identifying which parts of your draft were promotional. We'd like to know that you won't write another draft that's equally promotional. When an account is blocked, the underlying IP is usually also auto-blocked to prevent block evasion. The block is on you personally, not just your account, you may not edit under any account or IP address until this block is removed. The autoblock will be removed when the account block is removed.
