Help please

Hello, i am new to wiki, and i have recentlly
ḗ Been editing different links on wiki. But, i came across a page where on the little editing pencil it had a small lock on it. I was wondering if you could help me out and tell me what that means. If you know. I contacted the wikipedia Help site but that was no help. So i would greatly appriciate it if you would answer this question. Thank you for your time and answer.
