Hi Emmanue!EH2,
Just to clarify, your draft wasn't rejected (which would mean it cannot be resubmitted), only declined (which means it can be, once you've addressed the reasons for the decline).
These reasons are:
  1. The draft is completely unreferenced. Articles on living people have particularly strict referencing requirements. Every material statement, anything potentially contentious, and all private personal details must be clearly supported by inline citations to reliable published sources. So when you say "Mariottini was born in Brazil. He came to the USA in 1963." – where did you get that information from? "He is a graduate of California Baptist University, Riverside, California (B. A., 1968)" – which source backs this up? Etc.
  2. There is also no evidence that the subject is notable, which is a core requirement for inclusion in Wikipedia. You can show notability by either the general WP:GNG guideline, which requires significant coverage in multiple secondary sources that are reliable and independent; or by the special academic one WP:NACADEMIC which has eight different criteria, one of which has to be met, and you need to provide evidence of this.
