Request reason:

I am Muneeb ur Rahman, a Computer Science student, and I would like to respectfully request a review of the block placed on my account. I believe this block may have occurred due to a misunderstanding related to my use of a dynamic IP address at my university, or possibly due to my inadvertent use of Cloudflare's WARP proxy while accessing Wikipedia. Although I have not yet contributed to Wikipedia, I am eager to do so. When I recently attempted to edit an article, I discovered that both my account and IP address were blocked. The IP address in question is: 111.68.102.25, which belongs to my university's network and may be dynamically assigned. I assure you that my intentions are to contribute positively to the Wikipedia community, particularly by working on expanding short articles related to my field of study. I kindly request that the block on my account and IP be lifted so that I can continue contributing from my university network and beyond.

@Asilvering This is a reasonable appeal at face value and there's no reason to believe that it's not true, but either there's a professional SEO firm operating from within the university or the network has serious insecurities, which makes me very suspicious of accounts operating on it, hence the block of this account (and several others on the same range) and the IP. I want to share more information about the network I am using. Since it is a government institution (University of Engineering and Technology, Lahore) it shares a nation wide PERN network(https://pern.edu.pk/eduroam), serving various educational institutions. While I am not entirely aware of its specific configurations or security protocols, It is possible that someone in this network might be using it for illegitimate purposes but that should not lead to restrictions being placed on all users. I'm willing to unblock your account but you still won't be able to edit from that network. If you build up a track record of a few hundred helpful edits, I can grant you an exemption that will allow you to edit through IP blocks.
