Hi. The best resource to understand which links are eligible for inclusion in Wikipedia is the external links policy, as well as "What Wikipedia is not". Also, editing should conform to a neutral point of view. There is a complete set of policies and guidelines, along with a summarized list of those policies. You're welcome to discuss the issue on the talk page of the article under consideration, in this case Talk:Web 3.0, so that all editors interested in the topic may have a chance to discuss it.
