Intro

We now have a number of historic materials that were not available to producers of films such as The Day After (1983) and various disaster pics that followed. Independence Day. I would enjoy seeing Hollywood and YouTube reboot these with the over 2 hours of EBS audio we now have. Public domain. No copyright.

Since the Defense Production Act still exists and was used during covid, Defense Resources Act tells us what emergency messages Reagan and future presidents might have used in an emergency. Sept 11. Potus would request Congress pass an amendment to DPA, via draft amendment within DRA, which when enacted amends DPA. US Code and federal statutes are complicated.

Potus could then issue an executive order, and do an EBS or EAS to announce it. Bush could have requested intl censorship authority in case bin Laden submitted a TV message to CNN threatening to nuke DC? We don't know he would, but the 1983 plans we have should not differ much from now. It comes down to if the Atty Gen thinks Congress will allow it and Scotus will accept its constitutionality. Ike's AG had serious concerns about PEADs.

Anyway, The Day After or Deep Impact would look quite different. The latter movie being quite good. Yes, President Tom Beck would have asked Congress to enact things like price controls and economic powers in the DRA/DPA. He can sign a package of Plan D type measures, do an EAS, then have Press Sec brief on details.

I suppose you could say I did the research because of a dirth of new disaster movies. The nice thing about this govt content is an actor can voice it and there's no copyright. If Mr. Morgan Freeman would like to voice the emergency scripts on EBS tapes, he can do it in a new recording session. I don't know who the EBS nuclear war announcer was.
