There is a moratorium on Requested Moves (page renames) to the page Islamic State of Iraq and the Levant

With regards to this move:

There is a moratorium on moving the page Islamic State of Iraq and the Levant this extends to all similar named pages. See Talk:Islamic State of Iraq and the Levant § Moratorium on Requested Moves for details. I imposed this moratorium as part of the General Sanctions specified the previous section on this talk page. If you have queries about the general sanctions or this moratorium then you may ask me on my talk page.

When the moratorium ends then page moves may be requested using the WP:RM process for the pages under the General Sanctions.
