In a word, no. In many words: there are a ton of things that need improving on that draft before it can even be considered for review. Primarily, it fails the Golden Rule, and you will need to add references to verify all of the information on the page. If you cannot find a reliable source to verify a claim, remove it. When you have added references, you should click the "submit your draft for review" button, and an experienced editor will review your submission.
