I have never edited Wikipedia and was excited to get started. I want to make articles and also update out of date articles. But I keep getting the following error message when I try to edit anything here. You are currently unable to edit Wikipedia. You are still able to view pages, but you are not currently able to edit, move, or create them. Editing from 216.49.96.0/19 has been blocked (disabled) by ‪AmandaNP‬ for the following reason(s): Wikipedia's technical logs indicate that this IP address or network has been used (not necessarily by you) to disrupt Wikipedia. It has been blocked from editing to prevent further abuse. Wikipedia tries to be open, but we sometimes must block IP addresses to prevent editing by abusers, vandals, or block evaders. These blocks can affect users who have done nothing wrong. If you are a legitimate user, follow the instructions below to edit despite the block. Users who are the intended target of a range block may still appeal the block. What exactly does this error mean and how do I make it go away?

Decline reason:

Your account is directly blocked, not just affected by an IP range block, and it is a checkuser block, meaning there is technical evidence of a problem. Also, when I do get rid of the error message, how can I add pictures to articles here? And put words under them to describe them?
