The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Please be aware that while there are no requirements for a certain tenure or number of edits to be an administrator, having less than 1000 edits will mean your RfA is guaranteed to fail if you go live with it. These days, it's not at all uncommon for well qualified candidates to have years of experiences and thousands upon thousands of edits. Arbcom case requests tend to be for much more complicated stressful disputes that have proven difficult to resolve; fortunately an ip vandalizing can usually be resolved by reporting to an admin, WP:AIV, or WP:ANI.
