Legalization in Virginia

Hi, I just reverted your paragraph on the pending marijuana legislation on the Virginia article, and wanted to reach out to say it's not an issue of it being inaccurate, just that pending legislation falls into a category of crystal-balling, which is discouraged. I think the legislation has the votes and support to pass in the next month, but it'll be much more notable once it does. At that point I think we work it into the paragraph on prisons by connecting it to the social justice and sentencing reforms the law is trying to include.
