I am wanting to contribute to Wikipedia, but I can't because one of the IP addessses that my connection goes through is blocked.

These are some of the relevant messages I get when I try to edit a page: " Your IP address is 208.147.1.7. Please include this address, along with your username, in any queries you make. This IP address has been blocked because it is believed to be an anonymous or open proxy. Editing Wikipedia from these proxies is currently not allowed. Please consider the points below and if you still would like to contribute to Wikipedia from such a proxy, please e-mail jwales at wikia dot com and he will consider your case and make appropriate arrangements. "

Using the ShieldsUp tool on GRC.com my IP address is not listed as the one above. So I'm not sure why Wikipedia sees me as that.

I am in a serviced apartment in Bangkok, Thailand. The internet connection is provided by an ethernet port in the wall as an included service, so I'm not sure of the exact company providing it.

When I run tracert to the block IP address I get the following (Step 2 blocked to obscure eact IP) Tracing route to 208.147.1.7 over a maximum of 30 hops

I suspect that the block may have been put on one of the Thailand wide proxies which among other things block pornography and anti-government websites. If you go to a block site from inside Thailand, it redirects you to a warning website of the Royal Thai Police force. So potentially this block stops everyone or a large proportion of the Thai internet community from contributing to Wikipedia. I am not an internet expert, so I cannot guarantee this is what is happening, but it is how it appears to me.
