- (edit conflict)If you are asking if you are allowed to translate an article to Portuguese or Spanish, then note that all content on Wikipedia is free content published under the CC-BY-SA 3.0 license and the GFDL. So long as you adhere to those terms, you can certainly make any translation you would like.
