The article is coming along, but it needs some work in a few areas, I think. One thing is having an introduction section moved before the table of contents. THe article also needs citations and expansions on the sections you have. I would also consider merging some sections into the background one for simplicity of reading as well as avoiding unnecessary divisions in the article. It's also worth noting that you spend a lot of time discussing the background and buildup to the truth commission, but don't really spend much time talking about the commission itself; I think you should expand the discussion on the commission.
