Hello, thank you for all the information and help! I do indeed work for the Town of Prescott Valley government. I would like to update the photos and logo/seal on the Prescott Valley, Arizona page as the Town has recently redesigned the logo/seal and have more recent & better quality images. Since I am an employee, does this mean I am not allowed to do this?

Another admin has said that "a username that suggests an official connection to an organization cannot be used without verification. Эlcobbola" which I tried to do by emailing info-commons@wikimedia.org from my official email, asking for verification but the response I received said they were unclear what to confirm.

I've tried adding the following but I don't think I'm doing it correctly:

The Wikimedia Foundation's Terms of Use require that editors disclose their "employer, client, and affiliation" with respect to any paid contribution; see WP:PAID. For advice about reviewing paid contributions, see WP:COIRESPONSE.

InsertName (talk · contribs) has been paid by InsertName on their behalf. Insert relevant links, such as relevant affiliations, disclosures, article drafts written by paid editors, or diffs showing paid contributions being added to articles.
