[edit]Yes, most ISPs do change around IP addresses from user to user, though this is usually only occasional (or if the user forces it), some ISPs (for example AOL) frequently share IPs between users. The IP you mentioned could easily be one of these shared IPs. Prodego talk 20:48, 5 March 2008 (UTC)
