- Hi, this is a staff photo used by the University of California, which is a public institution. Under a legal statute from a Library Guide from the Univeristy of Missouri, "All US government documents, including images, are in the public domain and can be used without permission or fees." FYI, 1) I also asked someone to confirm via the wikipedia common. 2) To upload the picture quickly, If you email to the owner, you can also try to get approval to the owner of the picture to use it as a free licenced one.
- once you get confirmation email from the owner, you can summit it to the administrator of Wikipedia's common.
