Eberstadt Report

I did a bit of Wikification of your article. I recommend that you include Ferdinand Eberstadt in the opening paragraph. You probably should drop the "federal government" from the first sentence, as Wikipedia is international and there are tons of federal governments. Disputed fair use rationale for Image:FerdinandEberstadtWiki.JPG}

New Nav Box

I have taken the stuff in the table in your Eberstadt Report article (and the related articles) and turned it into a navbox template which could be used at the bottom of all the related articles. At the moment it is in my sandbox at User:Ukexpat/Template:US Intelligence Reform Attempts 1947-2005. Please take a look at let me know what you think.
