Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 188.146.232.18. I never used any VPN or anything that would be considered wrong. If there was anything, it was just changing some pages on Wikipedia for the better (which I believe is all right).

Decline reason:

That IP address is not blocked. If you've been using a proxy (you might not be aware that you were, some ISP's sell their IP addresses as proxies), you need to wait up to a full 24 hours for the block to clear once you move to a non-proxy IP address such as 188.146.232.18.
