Those blank rows need to be inserted only when a box (one of those shaded column-pieces) you're adding isn't the very next puzzle piece to be added when working left-to-right. Basically you need to insert a place-holder so that the box that will eventually be added to the left of the piece you're adding can later be added. I can try to explain better if you need me to. That looks like original research to me, which isn't allowed. You would need a) references showing that this sort of comparison is important and notable, and then b) references for every entry on the table. Really, it looks to me like something that doesn't really provide much beyond trivia about municipalities. Plus, given the staggering number of municipalities worldwide, the page would very quickly become unmanageably large. //roux   16:09, 2 March 2009 (UTC)[reply]
