@331dot That's weird, the IP 220.241.9.173 were leased to our school by HKT telecom. Interestingly the IP was blocked initially because it vandalized the page of our school. We had a Fortinet set up for our 2nd campus maybe that's the problem. The IP block on vandalism was completely fair (we have a lot of kids in the school), just confused on the open proxy part.
