Hi Alberta voter - unfortunately, Wikipedia's policy on the notability of persons is very clear that being a candidate in a provincial election is not sufficient notability. However, that can be overcome if Mr. D'Silva has indeed received significant coverage in reliable, third party sources. You say that you will be adding evidence of such coverage shortly; accordingly, I'll hold off on nominating it for deletion via the Articles for Deletion process for twenty-four hours or so. Hi AlbertaVoter. I've been following this issue along with Sarcasticidealist. Time is running out! If this article is not expanded and referenced to establish the notability of this person OTHER THAN them being a candidate then we'll have to remove it ASAP. The twenty-four hours we agreed upon being expired, I've actually gone ahead and nominated it for deletion. Don't fret, though - the discussion (which you should participate in - it's located here) has to run for at least five days before a decision is made, so you still have some time to demonstrate notability. Note too, as a slight clarification of what NostinAdrek says above, that being a candidate can provide sufficient notability for a Wikipedia article. However, in order to do so, there needs to be evidence of substantial coverage by reliable sources independent of the subject, and that such evidence is currently not found in the article.
