First of all, AfD is not a vote. Consensus is not determined by counting votes, and it is the arguments behind the opinions that count more than the numbers. The people in favour of deletion cited Wikipedia policies and guidelines to justify their opinions, whereas the people arguing to keep did not, and indeed several of the arguments given in favour of keeping the article are so common they can be found in Wikipedia:Arguments to avoid in deletion discussions. The notability standard you are using - that the very fact that this person is an Afghan food writer makes them notable - is not generally accepted. You can file a deletion review if you like, but I doubt you will get my closure overturned. Hut 8.5 18:01, 23 February 2008 (UTC)[reply]

The mechanism by which Wikipedia determines how "well known" someone is is by checking to see if anyone has written about them - if there are any reliable sources substantially discussing them. The standard is not well known someone is within a country or a particular region, it's whether there are any sources. It doesn't matter what language those sources are in (Pashto is fine), so long as there are sources. Nobody found any sources for Breshna Orya (and a few people looked) so the article got deleted.
Note that this notability standard is absolute and not relative - the minimum level of coverage needed does not vary depending on the subject. Hut 8.5 21:42, 23 February 2008 (UTC)[reply]
As far as Wikipedia is concerned, questions of whether something is "more notable" than something else are irrelevant. Either a subject is notable and has reliable third-party published sources (like the President of Nauru) or it isn't and it has no sources (like Breshna Orya).
