331dot. I'm affraid we have bigger problems here. The IP is correct. Bbb23 has started blocking this editor for various reasons. None of which are correct. This all started when the IP has made a valid points in the closure request and when he indeed proved bias. This has bad smell all over it. Bbb23, please address this. The reason you gave is incorrect. It would be good to cease before this escalates more. First you blocked him with explanation "Disruptive editing" and now with the reason "logged out editing". Decline reason:

 I believe that the reason given by the blocking administrator is correct, but even if it isn't this IP address should remain blocked because of disruptive and belligerent editing, and because it has been blatantly used to evade a block on another IP address. There are around 150 unblock requests waiting for action, and reviewing unblock requests is a contentious area that many admins aren't interested in participating in, so there are relatively few who participate. Once we review one, we aren't supposed to review another, which reduces the pool of admins further. It's also the weekend, when fewer people are on Wikipedia generally. You will need to be patient. I suggest that, while you wait, if you have evidence to support your claim of admin misconduct or that the block was against policy, that you provide it now as part of your request. 331dot (talk) 12:33, 25 August 2024 (UTC)[reply]

Proxy

More rarely, your network equipment or that of your service provider may be misconfigured or compromised by malicious software (such as a virus). For more information, see the WikiProject on Open Proxies.

Administrators: The IP block exemption user right should only be applied to allow users to edit using an open or anonymizing proxies in exceptional circumstances, and they should usually be directed to the functionaries team via email. If you intend to give the IPBE user right, a CheckUser needs to take a look at the account. This can be requested most easily at SPI Quick Checkuser Requests. Unblocking an IP or IP range with this template is highly discouraged without at least contacting the blocking administrator.
