Some idiot (User:Georgewilliamherbert) blocked the entire range of 93.143.0.0/16, which is half of Croatia.

This is insane. Please educate this administrator.

I just wanted to fix broken link at the bottom of Bond (finance).

Could someone do this instead of me, since this crazy admin blocked my IP address?
