Request reason:

This IP range is used for anonymous editing on mobile phones using the Opera browser. Blocking this range of IPs means that anonymous mobile editing is impossible. There is no significant history of vandalism to justify such a block and it has the effect of perpetuating the problem of systemic bias that wikipedia has

Decline reason:
