Hi IP 49.146.9.243. I believe you may be correct regarding the licensing of that image, but for future reference you should replaced the non-free use rationale previously added for the file with Template:Information because a PD image doesn't really require a non-free use rationale. There are WP:BOTs, in addition to editors, that check file pages for errors and the combination of a non-free use rationale template and a PD copyright license template may cause the file to be mistakenly tagged with {{Wrong license}}. -- Marchjuly (talk) 04:30, 26 November 2019 (UTC)
