[edit]You have a response, but I'm not clear on what you are asking. Either you were just not signed in when you asked the question, or you do not have the ability to move draft articles. Anyway, if an article is moved to article space, then it is "visible and published", but if is not approved, it is subject to being returned to draft status or deleted.
