I have now verified this IP address is a proxy (LUMINATI_PROXY (RESIDENTIAL)) and will be blocking it directly. You need to disable your proxy and wait a full 24 hours. --Yamla (talk) 11:15, 3 August 2024 (UTC)[reply]

Note also there's a blocked vandal operating from this narrow range making the same sorts of edits and is  Technically indistinguishable.
