Pa sad, nije da je teško :) Sekunde ti obično ne trebaju, a minuta je 1/60 stepena. Znači najlakše je stepeni + minute/60. A inače to ume da radi skoro svaki "scientific" kalkulator, uključujući onaj u vindovsima. (view->scientific, pa onda ukucaš recimo 2.45 (za 2 stepena i 45 minuta), pa inv -> dms, i dobiješ 2.75.
