Terrorism in Spain has been widely present in Spanish public life since the 19th century. Since then, many organizations have used terrorism and violence to achieve their goals. According to the Ministry of Interior, 1,382 people have been killed as a result of terrorist attacks since 1960. The most active organization has been the Basque separatist ETA, as part of the Basque conflict, which has caused more than 800 deaths since it started its campaign of attacks in 1968.

ETA or Euskadi Ta Askatasuna, (English: Basque Homeland and Freedom), is an armed Basque nationalist and separatist organisation formed in 1959. The organisation evolved from a group promoting traditional Basque culture to a paramilitary group with the goal of gaining independence for the Greater Basque Country from a Marxist-Leninist perspective. The organisation has been blamed for at least 829 deaths and is considered as a terrorist organization by the Spanish and French authorities, the European Union and the United States, among others.

Since the early 2000s, ETA has been suffering many blows to its organisation and capacity by security forces , leaving the group at its weakest moment in history. At the same time, the banned Batasuna and the Abertzale left, who had traditionally supported ETA, committed to a "democratic process" that "must be developed in a complete absence of violence". Due to these demands, ETA announced in September 2010 that they were stopping their armed actions.
