The Jordan drainage basin constitutes Israel-Palestine's chief water source. [1] A second major source of water, especially underground water, for the region are the aquifers that flow from the West Bank toward the Mediterranean. [2]

History

The National Water Carrier, a network of pipelines, reservoirs and water carriers extending from the Negev to the Sea of Galilee, was completed by Mekorot, the national water agency of Israel, in 1964. [3] This water carrier diverts 75% of Jordan river water to Israel. [4] Palestinians are prohibited from using this water. [5] After 1967, when Israel began its occupation of the Palestinian Territories it won in the war, it set pumping quotas, and created the policy that the pumping of wells by Palestinians could only be undertaken with a permit. [6] Since 1967, permits have been granted for 23 new wells. [7] In 1995, under the Oslo Accords II, a Palestinian Water Authority was set up to manage and allocate the water supply allotted to Palestine by Israel. [8]
