Fixes the problem that IPs currently can't create pages outside of *_talk: space allowing them to edit in the primary "Concept:" namespace and use the talk space as it was intended more like how the rest of Wikipedia works
New wizard, submission templates revamped and updated, improved helper script
The handful of editors helping out at WP:RA will be able to help with the WP:AfC backlogs and increase our quantity of editors
