Zaloga (2002):

By 1983 first five Daryal radars under construction. Needed to fill gap NE over pacific - submarine launched

Initial recommendation: 2 new radars at Norilisk and Yakutsk to complying with ABM treaty. Chief of Defence Staff Nikolai Ogarkov (& defence minister Ustikov) decided Krasnoyarsk, 3,000km from border. The decision was economic - coverage of 2 radars nearer the border is provided by 1 further inland, and Kras nearer to Siberian industrial region. The official position was that Kras was a space tracking radar not BMEWS, hence ABM treaty compliant.

US complaints stopped radar in Kras in 1987. As radars on extremities many ended up not in Russia. Daryals have high power consumption. Claim that electricity consumption for Pechora cost R40 billion in 1994.

Daryal has greater resolution (**both VHF** - software?) and perimeter coverage (?). First Daryal in Pechora in 1978.Enormous. $300-400m USD each. One of the largest construction projects of the time - 100,000 workers involved in the 1970s.

Olenegorsk - experimental Daryal. Daryal-U modified Daryal. (table contradicts text. Text says U built at Pechora and Gabala, table doesn't)

daryals expected to replace all Dnestr-M/Dneprs by mid 1990s.

Yeniseysk nr Krasnoyarsk. designers suggested site, PVO said no - Norilsk (ABM compliant) would cost more.

Decision made by MoD and general staff. supported by Min of Radio-Electronic indusrty to deploy at Yenisysk-15. Announced that new radar would be SKKP not SPRN - so designated OS-3. US demanded that work stopped. SOviet Union admitted in 1989 that it wasn't compliant.

Daryal chosen as basic radar, construction stareted on one volga 1982. Scheduled to be commissioned 1982. experimental operations started 1999.
