Suspension and Debarment
Suspension and Debarment are administrative tools utilized by federal executive agencies and many state and local governments to make businesses and individuals ineligible for public contracts or nonprocurement programs (grants, assistance, mineral leases, etc.). Federal agencies, as well as state and local agencies, employ these tools as an effective protective measure in assuring integrity in public contracting and in public nonprocurement programs. Ineligibility maybe temporary (by suspension) or for a fixed period (by debarment). The System for Award Management, SAM, lists ineligible companies and individuals. Agencies take action against contractors and program participants when a company or individual has not acted responsibly and a cause for debarment exists.
